This is going after non consumers like companies that send out SMS and MMS text messages about what is listed. This is supposedly only for text messaging. An example would be NWTF, which does nationwide gun raffles and sends out a mass text about it. Of course, this is only for members and that are signed up to receive SMS messaging from NWTF. That would violate the tier 3 one.Sent from my SM-S918U using Tapatalk

Also this is for businesses to like PSA or Brownell's. This is also for none T-Mobile customers. Beyond what has been on the internet I don't know much beyond that.
