Seal a bear
« on: February 23, 2024, 11:48:15 AM »
Were you guys aware of this one coming down the pike?

Black Bear must be sealed inside a 72-hour window. Any Bear brought in to be
sealed that is lactating would require a search for the orphaned Cubs. If Cubs
are found prosecution would proceed for said hunter.

Prosecution for what?

That was also on the discussion, Create a clause that makes the taking of a cub or a sow with cubs illegal

Is this set in stone yet or is there a way to fight this?

NO, not set in stone, it was a discussion on this last bunch of proposals.  Just the fact its out there and they are thinking about it.   They have it tabled for the reason of waiting to see what the commission announces for bear.

This got a do not recommend from the Director and passed out of the Wildlife Committee with no action. Never made it on to the CR-102 so it is dead for now and probably won't be heard of for three more years.
It does mean there is someone in the Department that thinks it is a good idea and could be resubmitted in the next Season setting after this one, three years away.

Prosecution for what?

That was also on the discussion, Create a clause that makes the taking of a cub or a sow with cubs illegal
.
I see this as an opening for permits to bait.
The law allows for permits.
,
I know that the Vail tree farm has a guy feeding bears as part of their attempts to curb spring damage.
.
He doesn't hunt, but told me that there are paid "control" personnel that use hounds and kill bear in high damage areas.
They cannot keep anything..
(It goes to waste)
But they still do it.
.
They are "permitted" by the WDFW, and allowed to reduce the population in high damage areas
Behind closed gates....limited entry, and usually at night..

having bait allowed would give the opportunity to evaluate the bear and be able to be selective.
According to the existing laws, the WDFW can permit harvest under "special circumstance" and freely allow private landowner to collect for damages.
Before that private landowner can collect they must show damage.
.
Andy Markovitch (?)  used to fight for access for the hunters.
But..
Lost because most of us cannot kill a f'n rabbit.
.
Bait and hounds was the only effective way.
.
And that is only good memories.
.
The history of bear hunting in Washington is interesting.
.
Ralph Flowers?

.
Nothing against Doug Boze, his books are real solid information about today's political and legal ways to hunt.
.
But, ...
The "Education of a bear hunter" is a walk through history in Washington State.
.
Before bear were even considered game animals.
.
No tag, no limit, no season.

And if anybody remembers Billythekidrock..

.

He was the man in capital forest.
