There is not really any limited draw units in North Idaho so you wont find any landowner tags in that sense. Landowners can get depredation elk tags for crop damage in North Idaho. All of these will be cow tags. Landowner tags in Idaho can not be sold. You might find someone to give you a depradation cow tag but without having some prior relationship I would say its very unlikely
