Umtanum  125 permits  713 hunters 0 Harvest
Little Naches 125 permits 1222 hunters  0 Harvest
Rimrock 145 Permits  665 Hunters 0 Harvest
Cowiche 80 Permits  1071 Hunters  15 Harvest

I think they might be counting hunter days instead of hunters.

I'm not sure what you're looking at. For special permit hunts you have to go to "Elk: Individual hunts."

Then look at the hunt choice number, such as 2224, which is the modern firearm antlerless permit for Manastash. It shows 127 permits issued, 79 hunters, 18 elk killed, for a 23% success rate. The accuracy in my opinion probably isn't good, due to only 90 reports returned out of 127 permits.

I'm looking at 2022 regs example--
Manashtash- EF-130 Antlerless permits-who knows if they all sold

Then I look online at 2022 Elk general season Game Harvest Reports

Manashtash -Modern Firearm --1242 Hunters O Antlerless Harvest

There were 16 Antlered Harvested during Modern but 0 Cows does not sound right

That's because you're looking at the harvest for the general season. General season is spike bull only. No antlerless harvest allowed. Look under individual hunts.
