How many people were denied elk tags for the same units?
What country can preserve it's liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon & pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots & tyrants.

The segmenting of land by either conservationists or pay-to-play ownership certainly makes it a more complex problem. Sure seems like looser regulations or higher tag allocation could help combat the "super herds" while increasing sportperson opportunities. 

I can understand the frustration of farmers, ranchers, and other landowners about elk-caused damage; we have the same problem in the Skagit Valley.

Still hard to read about professional hunters being paid to reduce herd numbers...Same debate as Catalina Island deer, Olympic Park Goats, or other problems ungulates regardless if its in Wyoming, WA, or elsewhere.
Take one new person out hunting every year.

Not new, happened in WA around 1950 in the blues.  Probably should happen in the Skagit now.
