If he's hunting the northern 2/3rds of the unit in the NF and not seeing much, I’d recommend having him work the southern end of the units accessible private timber land and WDFW properties. It’s been a few years since I’ve spent any time in the unit but I’ve seen lots of bulls in that country, generally quite a few more than I’ve encountered further north in the unit. Hope he finds success.

Disclaimer: sounds like access to private timber land has changed over there a fair bit as of late, so please make sure he’s okay to access

Lower Ruby cr rd that is north of Berg mountain would be a place to look.

My dad had the early tag two years ago. We started above Power Lake, saw tons of sign, did get a fleeting look at a bull but they were very nocturnal. We also saw every other tag holder, none of whom had seen anything. We moved to the Tacoma Road and shot his bull in one of the new clearcuts on the road that heads up Calispell.

That year the entire Tacoma drainage and northern end of the unit was being logged like crazy. Probably some great places to look for one there now.

From other tag holders we befriended we heard of one bull taken three miles beyond a closed road above power lake, one on the power cut on Winchester Creek and another on the backside of the ski resort.

My father is older and we mostly drove. Tried calling to no avail, and he is an experienced moose caller.

Moose numbers are down for one reason or another.
Could name a thousand locations, probably not gonna help ,with current moose numbers.
Keep driving, keep glassing, and covering as much ground as possible.
That's my advice.
