Even if it's not on their own line, they will tell you simply and point down " Put in Bucket" and if you do, big smile. But no other English.

Every time as far as fines go, I don’t think they care. I watched a group at Twanoh state park

Chances are they will use the defense that they didn't understand the law and they were just doing what they did in the home country. Any fines will be never recouped or reduced to nothing more than a stern warning if they promise not to do it again.

Unfortunately allot of them are associated with restaurants...
We busted a group on the canal years ago that actually bought a waterfront house as home base for illegal/ over possession harvest and processing.
Fines and boat seizures don't phase them.

They will just switch to cats and dogs along with tame geese to kill and sell. Send them back if they can't follow the law.
