Every time as far as fines go, I don’t think they care. I watched a group at Twanoh state park
Pretty soon one of the rangers came down in his little runaround rig I said hey how are you doing? He says good. I said you watching those guys down there. Oh yeah he says
I talk to him after he went down and confronted them and made them dump three or four big white coolers, full of oysters in the shell, told me it cost about 1800 bucks

Chances are they will use the defense that they didn't understand the law and they were just doing what they did in the home country. Any fines will be never recouped or reduced to nothing more than a stern warning if they promise not to do it again.

Unfortunately allot of them are associated with restaurants...
We busted a group on the canal years ago that actually bought a waterfront house as home base for illegal/ over possession harvest and processing.
Fines and boat seizures don't phase them.
