Spike Bull Restrictions: Elk taken in these GMUs must have at least one antler with no branches originating more than four (4) inches from where the antler attaches to the skull.

4 inches adds up fast on an elk antler. Maybe legal... maybe not. Regardless I am not shooting. Very close to a judgement call. To me its not a spike. So no go for me. If someone else shoots thats their call.

I would shoot it in a heartbeat. You have to remember that the rule is it can not Originate more than 4" from the skull Nothing about the length of the point itself.

I'm not shooting. What does originate 4 inches from the base even mean in legal terms? How is that measured? The "bottom" of the forking antler? Or is it the "top"? Center? If it's the bottom you might get lucky and be under 4" but if it's the top I think that one is more than 4.

Average elk ears are 8-9 inches long / high. It would be to close for me to gamble on.

Legal.  Have been watching/hunting a similar bull for several years. IMHO, most wardens are not going to have an issue with it if it originates 5" from skull, they understand a guy cant put a tape on it before shooting.
I know of 2 other similar ones that were shot in the past, WDFW said good to go on both.
