Update brother found a title for the boat but not trailer.  He is going to put in for a lost title for trailer so should be good to go.

We recently ran into an issue that may apply as well.  If it's an old boat or something out of the ordinary, the state may not have a value for it in their system.  If this happens, you also need to pay for an official appraisal from a licensed boat dealer.  This doesn't happen all that often, but if you are dragging it across the country you probably want eyes wide open.

With both titles in hand will take you about 10.mimites  (and a few dollars) at dol location to be good to go.make sure both titles are signed off and you've got bill of sales.

In and out in under 10 minutes 2nd time around with mine.  Only problem it cost more than what the trailer was worth.
Economy failure = Too many people spending money they don't have on things they don't need to impress people they don't like.
