Good year or bad year we have always done the best with flashers and hootchies down 60-100ft. Has always out fished herring in that area as well. At least for us. That’s thousands of hrs of time out there in the last 40 yrs

Last year I switched to running no flashers and just a herring so it's a better fight on the rod. This year I run a flasher off the ball with a 4' tuna cord leader. I come up 5' and snap my release in, then put my plug/spoon/herring on the release. Hands down I'm catching less fish this way, but I really enjoy the fight more. I also cannot use flies/hoochies since there isn't any action being provided by the flasher. I really enjoyed this setup for chinook, made for some epic fights.
