Plugging bighorn sheep?

A friend of mine shot a ram yesterday and a biologist came over to his house today to inspect the ram and plug it. He placed the plug in the skull at the base of the horns. Isn’t the plug supposed to be in the horn? I guess that’s the only place I’ve ever seen them. It seemed odd where he put it.
Happiness is being in the woods!!!

My 2021 ram was plugged in the horn. I’m not sure if they changed their method but I was under the impression the horn is where it goes.

I wonder how many horns get pinned to the bone inside. Just a guess but maybe to avoid it?

I've only seen them plugged in the horn and the bio gave me the choice of where each time.

Mine from last year was done in the horn.

Yah sons ram was plugged in the solid portion of the horn
