Believe it or not the average bear in WA is 145 for sows and 175 for boars.

I would agree with most here they are both small but hey with a bow I might consider the cinnamon! Ahhh what the heck you get two tags anyway put an arrow in the cinnamon and go buy another tag! Good luck  :)

If I do arrow a bear what does a rug cost or shoulder mount.

Used to be about $100 a foot, probably a little more now.  Shoulder mount will probably run you around $400 plus.  Nice thing is they take several months on most taxi will let you make some monthly payments.

That would be great, hopefully either way I will be needing one this year. I am hoping my daughter arrows her first deer. She has claimed a dow with rifle, but I promised a mount if she sticks one with an arrow.

I'll PM you later on.  Even if you get a small one, my opinion you should get the hide at least tanned.  You can do so many different things with the hide.  I arrowed a small bear one year and had the hide tanned.  It turned out nice and didn't cost toooo much.
