I voted trail cam because I want to know what kind of animals are in a area.  Don't really want a treestand because I hunt public land and would not want to be putting up a treestand everytime I wanted to hunt out of it.

trail cam because $100 isn't going to get you much of a tree sand and for that matter $100 won't get you much of a trail cam unless it's a homebrew.

A ladder stand is very limiting and typically not high enough.  A portable tree stand is the way to go, therefore the $100 is better off finding you a good spot to set up an ambush via natural ground blind or vantage point, or both.  Also, you should consider a tree sling in addition to a traditional hang-on stand.  Ladder stands are just not worth the hassle IMHO.

Trail Cam... because like others have said if you are hunting public land, it will probably end up stolen (cam might too)... but you have to know what is there so you can hunt it... Also, a tree stand is better than a ladder (my opinion) because you can put the stand up and take the ladder down until the day you are going to hunt it... and if nothing else you can use a ground blind (get a pop up and be mobile)...

Before and After Photo's... I love trail cams...
