 :dunno: I'm as lost as last years easter egg on this thread. Are some people talking about just drawing tags, or actually being awarded points for turning in their harvest report? As far as the "all season" tag, you can hunt any open unit for that season, not like the raffle or the governors tag. So in other words, if you draw an all season west side elk tag, you can hunt the winston unit in sept with a bow, if you don't kill one, then you can hunt it with a rifle in Nov, and still don't kill one, you can't hunt it with a muzzle loader because it's not open for muzzle loaders. You can not hunt in Margret unit unless you draw a tag. Get my drift.

Jstamp, they are talking about the incentive permit for returning your harvest report.
They do a drawing and if you get drawn you get a special permit, you do not have to submit any thing except for you harvest report.

I thought the Washington Department of Fish and Lame (Spelling?) wised up and realized that this drawing was counter productive to honest reporting?  What do I mean?  If I kill a buck, which is almost always, then forget to report it within 10 days, which is again, almost always.  How will I report my hunting success to the state so I get in on a special drawing?  In other words, unless you think your going to hell for saying you didn't kill a deer, your postings of big bucks on this web-site don't match your hunter report to Fish and Game (Spelling?).  I looked through the pamplet just prior to reporting this fall and didn't see this past special drawing listed for 2007.  I've seen it in past years. You actually had something sent to your address as a reminder?  I live in Eastern Washington.  Maybe we don't get one on this side the Cascades?  Which page was it on?  Did I really screw myself for being honest and reporting a kill 11 days after the blood-letting?  Damn, I thought that by getting our reports into them on time, they could get their tabulation of the hunter reports furnished back to us sooner than the end of the following summer.  Dr. Lector understood "Quid pro quo", what do you think Clarice?

Yes, I did get e reminder in the mail a couple weeks ago. Yes I am from Ephrata, and yes, I felt the same way when I read the reminder about false reporting to get in on the draw.  :dunno:

The pamplet confirms this on page 14.  The website doesn't say that successful hunters won't be included in the special drawing, but are encouraged to report within 10 days.  I filed the reports online, and recall looking to see if I was going to be excluded from the hunt for reporting a kill later than 10 days.  I didn't find it so told the truth.  Oh well, my point is that a good percentage, I would think a majority of hunters are not reporting a kill after 10 days so that they will remain in the drawing.  What good is report data to biologists if it is ontime, but not truthful?  I guess I learned this behavior from the Game Department.  Do one thing here, say another thing there. It's all good for the herd management especially if we can get a ten spot from the late reporters.

Isn't the reason alot of their permit numbers set is because they don't do their deer or elk air surveys until late Spring time? I know I talk to the Biologist for the Chelan area and he said the permit numbers were set after those surveys.

I would think that to be logical.  That lengths of seasons, and permits would be based off of herd strength measured after the winter kill.  What the biologists suggest, and what actions are taken by the department may not be in the best interests of the herd.  I had a good conversation with a department biologist whom I met up with while he was accessing herd strength in the field one year.  He told me that not once in all the years he had been doing this job, that the department took or acted on any of his suggestions.
