Explaination of cougar regs-Stevens/Ferry Co.

I have a cougar hot spot in the Stevens/Ferry Co area.  I still have 1 month to get my WA residency.  I was looking forward to buying a OTC cougar tag and doing some mid winter calling.

I don't have a reg book handy and my computer is way slow.

Sounds like I can just skip the tag due to quotas and/or that area not even being open?

i don't know that unit but i think you are right it should be closed to all but permit hunters with boot tags and dog tags and i think the dogs are pursuit only now as well
