rifle cam has a hunting show out now always thought it would be cool but would probably be a pain and heavy

That's the show I was referring to.  It's on tonight on channel 230(I think) on dish network.  Rifle Cam Hunting

Both Bushnell and Burris make laser rifle scopes that are battery operated. Neither of them are illegal. They simply combine a rangefinder and scope into one.
It's not illegal to attach a camera to your rifle. The problem is; where do you attach it. you could strap it to your barrel, under side. It certainly would throw off the balance. But why? Just get a new Digital 1080i Flip Camera. Takes still and video. Good quality, small, light, and can be attached to a small tripod as well. They are pretty inexpensive.

Here's one I put together on an NEF 22 hornet a couple years ago. Works great.

I used a scope ring mounted to a tripod adapter plate molded together with that steel putty (epoxy). Just flipped the ring upside down and the bottom of the adapter plate has irregular surfaces. Once I squished the putty in real good and squeezed the two pieces together, I just wet my fingers and form fit it. Then quickly mounted the camera, turned it on and aligned the scope reticle with the center (mostly) of the camera frame while zoomed in and out. The only difference today (from these pics) is that I camo painted over the camera mount.
