Hoping for an idea to correct this.

Rifle: Savage Model 93R17
Caliber: 17 HMR
Old Scope: Cabela's Pine Ridge 3-9x50
New Scope: Cabela's Pine Ridge Tactical .17 6-18x40
I had a 3-9x50 Pine Ridge scope on my 17 HMR. It has been on the rifle for about 10 months, and I was getting good groups at 100 yards. Since this is just a plinker rifle for the range, I decided that I wanted a bit more magnification so I swapped it out for the 6-18x40 Tactical scope that Cabelas sells (also a pine ridge)
I did not swap out the bases or rings, I removed the old scope, and put the new one on. I don’t have a 17 cal bore slighter so I sighted down the bore at the range on the 50 yard target. The scope was set up to shoot way right. After playing around, I thought I had it close (17 cal holes are hard to see even at 50 yards). I did three five shot groups on my target, and upon investigation, found I was hitting the far right side of my buddies target to my right (great groups, but 2-3 feet to the right). After working it to the left, I was able to get it to within 3 inches of center (still hitting right) at 50 yards. At this point, my L/R dial is maxed out to the left and I cannot get it to move any more.
The bases I have do not have an adjustment on them, and since I cannot move the dials any further left, I am at a loss as to how to correct this.
Any ideas? At this point, I am pretty sure I will return the new scope, for a replacement in hopes it is a scope issue. But before I go through that hassle, I’d like to see if there is a simple way to fix my issue.
