Hunt shut down?

I heard from a non hunting friend that the elk hunt in the Burlington area (remember a non hunting person, so it could have been Hamilton, or Nooksack area) was shut down because hunters were behaving badly.  Could that have something to do with that bow hunt in a farmer's field?  It was in the Bellingham Herald around the Holidays.  Has anyone read about that and know anything?
