I wasn't in "country" when this was supposed to be processed. I tried to do it this evening but it was a no go. The link said to call 360-902-2515   Does this mean I get to sit in a corner in the Skelators mansion for 30 minutes or will they take it over the telephone?

I did not get mine in as well.  At this point, the guy said to just mail them in to the address in Olympia.  If you did not hunt, just call and tell them and they will record that.

That happened to me one year and they told me just to send it in as soon as i could. I still got my snow goose card the next year
