go to the WDFW website and apply for a special hunt permit once the 2010 big game hunting regs comes out. Then put in the number of the special hunt from the big game pamplet and cross your fingers. If you want to shoot a deer, spend the time scouting this summer. Find some private land and ask to trade labor for the ability to harvest a deer. This will be a better chance then a Doe tag and probably more rewarding as well. Good luck!

If you need specifics on what to look for, I believe you can find it all under deer hunting or send me a PM. I am by no means an expert but a few people on here have shown me a thing or two and I would love to share them

yea quite a few easy to draw doe tags(well see if they still are with the new permit changes), if you are a youth you should be able to hunt the ne corner during early season and most of it is any whitetail deer
