What upland bird license are you talking about? The westside pheasant license? I don't know of any others. For eastern Washington you need the small game license, which I believe is about $17 when you purchase a big game license.

OK, I logged in over there and checked. The westside pheasant license is available, for $90.   :o

The small game license is also available to purchase, and it is $19.20 if you also purchase a big game license.

The lesson to be learned here is don't buy your license at Wal-Mart. Buy it yourself from home sitting at your computer. No waiting in line this way either. I don't remember the last time I went to a store to buy a license.
