I talked to a friend who already has a 2010 permit for the Blues. Apparently, 3 permits were not issued for 2009 and 3 very lucky hunters received desk permits for the 2010 season last summer.

What a bunch of crap!

If the permits were not issued in the year/drawing they were set up for then they should be void, not carried over to the next year.

I do not know all of the reasons a permit is not issued. My guess is bad address or deceased or something else.
I have heard of desk permits being issued in other species. I guess you should hang out at the wdfw offices and see what opens up.
My friend is retired and has time on his hands. He said he is already out scouting.

I would be suspicious of that story, as there is no such thing as a "desk permit" as far as I know, and permits are issued for the season that they occur in, not for the next year.
I may be wrong, but I think your friend is "B.S.ing you".
I would have to see the permit to believe it, can ask him to post a picture?

I was thinking the same thing.

According to WDFW, the guy is pulling your leg.
I asked about it and this was the response.....

Well maybe he was joking with me. Since he is a retired officer, I believed him.
