Cow tag or not???

So I've got 4 points for Elk currently and am wondering what everyones opinion is on cow tags vs. ghost points vs. bull tags.  I hunt Modern in Observatory "A".  I know a couple guys that stop putting in for cow tags at about 4 points as they don't want to "burn" them on a cow and others that don't care either way and are happy with any special tag.  I'd love to draw a bull tag eventually but have yet to kill an elk and would be happy with a cow so it has me debating.  I understand that there are a few lucky people each year that get drawn with 0 or 1 point but does anyone have an idea of the average points to draw the bull tag in this area?  I would guess it's more like 6-8 but could be wrong..  What do you guys think?  Stop applying for cows and keep hunting the elusive spike and getting points or continue putting cow as choice 2 and 3?? You have not heard of the changes? It's all different this year. You can apply for cow permits and still apply for bull permits, without risking your points if you draw the cow. As far as odds, there's no way to predict odds this year with the completely new system. And honestly there is no "average" points to draw a permit. It's all random and more points just gives you slightly better odds.

I read the proposition but didn't think it was coming into play this year?  Well that would make my decisions a bunch easier!!  I understand there is no way to predict the exact number of points as it is random but I know 4 different people that got drawn with either 6 or 7 points so I was wondering what other people's experiences have been.  That's all.

Well, a couple years ago I finally drew a muzzleloader bull elk permit for an eastside unit with 9 points. But as I said, it's all completely different this year.
