The hound hunters have a pamphlet that they fill in each time they go, that has to be turned in.  The rest of us do not have to report unless we are successful.

If you just bought a cougar tag you don't have to do a report if you don't kill a cougar.

That first statement does not begin "All permit hunters must report"  it begins "All hunters must report"
These vague statements can use some help from the department's editor.

I have this permit.  These phrases don't distinguish dog/boot cougar permits even if that was the intent.

Look at the title above that paragraph. It says:  

COUGAR HUNTING SEASON WITH THE USE OF DOGS

Do you have a permit that allows you to hunt cougars with dogs? Then you don't have to do a report. Looks pretty clear to me.

However, what you wrote isn't so clear. I don't have a clue what you mean by this:

See if you can figure out the problem from the pictures.
It's my opinion that the state shouldn't be printing out deer tags after the hunting report deadline has passed.

OK, so a clerk at the store where you purchased your tag screwed up. How is that the state's fault? I find it hard to believe that he couldn't get the correct 2010 tag without paying a $10 penalty. It may require a call to either Outdoor Central, or the WDFW, but I'm sure they would get it straightened out. You are right though, you would think that they would have it set up so that a 2009 license and/or tag could not be purchased after the season has ended. In fact, what they really need is a deadline, so that tags cannot be purchsed after the season is open. That would prevent people from shooting an animal and then buying the tag later.

Another thought, and I've said this many times, but why do you go to a retailer to purchase your tags/licenses when you can do it from home online? If you do it yourself, you have noone to blame but yourself. Most employees at the retail stores that sell hunting licenses are not hunters themselves, and they don't have a clue about what you want or need. You're much better off doing it yourself.

Somebody else must have assigned fault to the state.  I only explained what happens if one purchases tags in this unique sequence and timeframe.

First of all, the plan was to take the boy on the youth turkey hunt on April 3.  I'd like to have the tag in hand rather than in the mail.  My personal preference is that I'd rather not bother the game officer with an excuse like "oops she printed the wrong tag" or "the tag is still in the mail."

I called the state on Tuesday (March 30) and asked about this.  They said that they cannot handle the matter, I'll need to go to the vendor (40 miles from home) and correct the matter there.  When I arrive, they will need to call the state and see how to fix it.

Based on that, I give this one a 50/50.

I've since mailed a request for reimbursement to the DFW licensing.  I'll give them a chance at it for a few weeks.  I'm actually more disappointed that a slight mistake like this causes my son to start his first hunt with a mark on his record for failure to report.

I see. So you didn't notice the deer tag was wrong until you got home? I hear of so many problems people have purchasing licenses and tags at retailers. Online is so much easier and doing it myself I know I'm getting the right stuff. I've always received my tags in the mail in less than a week.

That is unfortunate. There can be special seasons that run after the reporting deadline of January 31, and that may be why they can sell the tags.  I'm not aware of any deer permit seasons that do, but there are several elk seasons that do.  There is a clause "If your special permit hunting season extends beyond January 31, your hunter report is due within 10 days of the close of that season."

My experiences with store clerks have not been very positive.  Unless there is a need to get the license quickly, I always purchase online.

I thought you might enjoy a pic. that I have of two big cats I killed several years ago, but I can't seem to post the pic! I tried to click on "insert image", but I can't paste the picture!  Can someone please help me out?

I was hiking in Northern California back in 1988.  These two were stalking me.  Fortunately, I had my 7mm with me.  Just in case.

The Rangers said they must have been brother and sister, because cats are so territorial they don't hunt together.

They were both 14' long in length, (7' body and 7' tail) and their razor sharp claws were longer than my fingers!

They would have ripped me to shreds with one swat.
