But Idaho has moose over a large portion of the state, while Washington only has them in the northeast corner.

But its not for our lack of habitat is i guess what i was getting at.

It isn't? What other reason would there be? Moose haven't been hunted to extinction in most of the state that I know of. I assume where there are no moose it IS due to a lack of habitat. But that is just an assumption. I really don't know. Do you?

I dont know enough about moose or the history of moose in washington to answer that question but when i look at moose habitat in other states and bc it appears that we have the habitat maybe just not the means to bring them to huntable levels like idaho.

I would personally choose the eastside raffle deer tag.  Hunt big muleys anywhere with the oppportunity to actually harvest one.
