GMU VS Deer area question

If a deer area is in a GMU that is open to hunting then the Deer Area is also open to hunting, providing it doesn't specifically list the deer area as closed. Am I correct in my assumption?

I have never seen anything that says otherwise. The only thing I see Deer/Elk areas are for, is for permit hunts.
