I'd call the cops, especially with the note and all the trail camera pictures you have of her.  She's probably the owner of that private piece you mentioned and she thinks because her property butts up against it she can set the rules for the state land.  Wouldn't be hard to track her down and I'm sure with a little pressing from authorities she'd fess up.

Could not wait for the new case to come so I went out the the garage and found a old gun cleaning kit case. Here is the start. Going to put some weight in it and lock it up so you can't open it. What else should I do to make it look real? I am going to buy a IR camera and up it up in a tree with a bear box and a bike cable with a lock.

add something that looks like a flash, hit value village and grab an old camera tear the flash off and put it on.

then hit radio shack get a small red led, wire it up to a battery, and see if you can manage some kind of label that says "battery" or something (as in battery is low, that's why it's not taking a picture of your ugly thieving mug)

Add a brand sticker to it. It looks to plain. Find a cabelas sticker or something and slap it on there.

Craig - I don't know the laws, so I am asking out of curiousity.  What is the law related to taking your trail camera while hung on State Land?  I am asking because she is morally wrong by stealing it, but I am not sure how the law addresses items that are on State Land.  On private propertyshe is definitely eligible for prosecution for the theft, but with public property I don't know how the law applies.  I am not an attorney, just curious

To add....your tact might also include that she is interferring with a hunt or harrassing hunters by removing items used in the hunting process that don't belong to her.  Since it is legal to hunt coyotes year round.....You hunt coyotes and trying to pattern a particular group of coyotes that you had seen in the area.  She removed your game camera and thus is harassing hunters.  Just a suggestion.... I hate thieves, and want to make sure that she is taught the law and that she can't just remove cameras, because she doesn't believe hunting should occur on State property.   Let me know if you need the RCW regarding hunter harrassment, I have it somewhere.

make sure you camo your camera when it is set with some natural moss or something that way it won't stand out
