When we went, we had a pretty sweet boat, but didn't even bother pulling the blind up. we threw probably 2-3 doz decoys, all scoters, and just anchored the boat up 15-20 yards away. we crouched in the boat until the birds were wingset then popped up and started shooting at their bullet proof vests. They decoy'd so easy, that was the most fun part for me. we just hunted scoters, but saw some goldeneyes too.
I think you want to go longline decoy setup though. otherwise way too hard to pull in your decoys.
we hunted like a 22ft+ boat i'm guessing. this year I'll be taking our 20ft lund. I've been shopping 18+ft flatbottoms though. I think that's the min that I would feel comfortable in.
