What you are looking at is a Ruger M 77/22 Laminate with Target grey barrel. The scope is leupold 3x9 vari-x II. With a Harris bi-pod.

thanks fellas. I have only been able to put 20 rounds though it or so but with factory ammo I have got a 5 shot group inside a nickle. I think I will be able to kill lots of stuff with it.
