Not sure how it is in Idaho, but for legally harvested game here anything the animal is wearing is yours to keep.  They'd like to have the stuff back though. Usually there's an address or phone number.  Bands and eartags are cheap, but some of the collars can run about $3000 each.  Returning the gear may help keep department costs down.
