i have a model 70 300 win mag topped with a Leupold 3x9x50mm. tried sighting it in today and when it was all said and done i was six inches low with no more elevation left in the scope. I've mounted many scopes and i have never ran it to this problem before. any suggestions?

Well, there is alot of info you left out.
Did you bore sight it?
When you were trying to sight it in was the gun vised or?
Was it grouping well?
I had a similar issue with a old Bushnell scope I had, after lots of ammo and my father coming out I finally found out the scope was bad.

Is the rifle,scope,rings/base new? What rings/bases?
I'd look at the bases first.
Did th adjustments move the right direction when you were adjusting the scope?
It happens but uncommon that the top of the action is machined wrong.
Most often the rings/bases are the wrong ones or just that the front and rear base needs to be switched.
Not enough info for me to start blaming the scope yet.
Buris rings with the plastic inserts will probably fix your problem, they come in 10 or 20 MOA.

Here is what you do, max out the scope left to Right count the number of clicks 1/2 the number is center. then do the same up and down. That should put the scope on center, then bore sight it with a spud or via the barrel, I prefer a bore using a spud. Then you should be able to fine tune it at the range. If that does not help check your bases and make sure they are aliened with the axis of the barrel, most time over looked at a low end shop like Cabals. If you still have issues give me a PM, if you are close I'll let you borrow my bore sight-er.

Cut yourself a piece of a pop/beer can small enough to be covered by your scope ring, loosen your rear ring up until you can slide the piece of can between the bottom of the ring and the baseuntil you can't see it and then tighten the ring back down. Take it back to the range and boresight it then shoot it and adjust as necessary.

I would echo a lot of things everyone else has said. Center out the scope for elevation and windage. I'd check to make sure the front bell doesn't touch the barrel at all. Check all of the screws on the rings/mounts and check the action screws. I bore-sight the old-fashioned way by removing the bolt and putting the rifle in a rest, finding an aiming point through the barrel at 50 to 100 yards out, and then adjust the scope so the barrel and crosshairs are pointing at the same thing. If it wont do it, I'd suggest buying a new set of rings and bases and trying again. I don't know if there is a bridge/receiver ring height difference between pre-64 M70s and post-64 M70s. I know there are other differences such as action screw separation, so it is conceivable that there might be differences in the bridge/receiver ring that would come into play if you bought the wrong bases.
If you do all of those things and you still don't have enough adjustment in the scope, you might try a different scope or shimming the rear mount. If you can meet at a central place like Tacoma Sportsman's Club or Fort Lewis (I prefer Fort Lewis), I have a bunch of M70 mounts and such and we might be able to get it shooting where you want it.

yeah weird for sure i would check your rings and bases. i had a buddy that had a bunch of rings in a box, he got a new gun and grabbed a set out put it on the rifle. then he went to the range. he called me all pissed off, i told him i would stop by and check it out. when i got there he had pulled the scope off but left the rings on. so i did not pickup on the problem right away when it was just in my hand and i was thinking it was the scope. then when i put it on the rifle the front ring was shorter then the back ring
i told him no wonder he was shooting low

Is there a front and a rear base? Are they backwards? I've seen a model 70 with the bases flipflopped...at least I think they were, that or they were the wrong bases.

place a mirror against the objective lens and see where where your reticle centers. could be a wonky scope, bases or rings. this is the easiest test to get out of the way.
