That's one of the "metallic green sweat bees" (Genus Agapostemon). They are native. They do sting, too, but it's only mildly painful (I wouldn't know what it was, except I was curious after one stung me and I killed it). I can't tell you which species it is, there are several found in eastern WA.
Pretty amazing I went 39 years without ever noticing this bee.
Cool pic! You can tell that it is not an Africanized Honey Bee due to the fact that it is lacking an afro and gold teeth.
