Very cool, all those are from one location? Must be something in the water. 

They are genetically trying to breed out the "spike gene" so none of them are legal bulls.  If you have a special tag, you can shoot them, but everyone knows you will just let them walk waiting for a bigger bull.
It's actually genius.  I am surprised the elk didn't think of it before this...
