Thank you for placing your recent order with Brownells (Web Confirmation
Number XXXXXXXX).  Your order contains an item/items that cannot be
sent through the mail and must be shipped by UPS.  Unfortunately, UPS
cannot deliver to a Post Office Box so we need you to provide us with a
physical address to ship this order to.

If we have not heard from you after 3 days we will cancel the items
that can't be sent by mail and ship the rest of the order to you.
Please contact us so we can get your complete order on its way!  We look
forward to your reply.

Are you sure it was the wrench?
What other items did you order?

As for why they wont deliver to the p.o. box is because its a competitors thing i.e. Post Office (p.o. box).

jamieb --- yes it was just a wrench there was nothing else on the order.

toothfangclaw --- the irony was that they told me the item couldnt be shiped via postal and had to be shipped ups and then ups refused to deliver to the po box that i had wanted to use when the shipping was originally set to be postal.

i contacted them via email and they sent the item postal and it arrived in my po box very shortly.  they didnt say why i recieved the email but im assuming it was an error or an oversight on someones part.
