I would say yes- but if the rut is over where you are (some guys say it is hitting a second cycle) I wouldnt expect the same type of behavior (i.e. bugling in response, etc.) Lots of guys talk about calling elk all year round with a soft cow call.....give it a try.
Just my experience on where your are- Idaho elk that I've tangled with did not like the hoochie mama at all- they did respond to several other calls. Since then I have not tried the hoochie in Washington but have had success with other calls. Might be my error too.....but it just didn't work for me.

Hope it helps.

I hunted Western Montana last weekend for Elk. I walked in a few miles, took a break and then began to hear more screeching, bugling and cow calling then I ever had. In fact, I thought it was other hunters. I stayed put for awhile and the elk showed up. These Elk were rutting. One bull had his nose so far up a Cow's ass you could barely see it. It did not turn out good for me, but it was interesting as I thought any rutting activity would be long over. Not sure what the deal would be in western wash.

It was looking like they were going to be rutting good still in the blues until the snow. That shut them up in a hurry and the bulls lost interest in the cows for the most part.

It could still happen though, give it a shot.

Personally on the west side I have never heard any real cows calling in the late ML hunt.  The occasional small bull chirp but no bugles either.  So I suppose it might not hurt to blow a couple cow calls off but don't do it if your on them it just may spook em.  I have stopped many a deer and elk dead in their tracks on a sprint with a cow call though before, thats why I always have one around my neck.

I use a cow call.  Especially to stop em if they are walking away.  They will almost always stop and turn and look back.  Time enough to see if there is a legal bull, or to hold one while you line up the sights.   :twocents:
By my honorable conduct as a hunter let me give a good example and teach new hunters principles of honor, so that each new generation can show respect for their god, other hunters and the animals, and enjoy the dignity of the hunt.

Calling an illegal alien an 'undocumented immigrant' is like calling a drug dealer an 'unlicensed pharmacist'.
