I heard stories that people used to take about 6ft of 40-50lb test fishing line and about every 6in clip a split shot then they would unfold the end on a shell and dump the pellets out then put the line with the split shots in the shell. They said you could kill a goose @ 100 yards with those.

If you want less than lethal stick to pointing your finger at the bad guy and yelling BANG. At close range they probably wouldn't spread enough for the wire to come into play anyhow.
They also said that if you pulled the wad out and super-glued it so there were no slits and replaced it and then you could shoot 2 times as far.I've also heard about cutting the shell on the outside just above the wad and shooting it that way. It fires the whole shell and when it hits its like a frag round.
I got the point, yes it is illegal, but what got me was the reason stating due to it's lethality. Anything coming out of the end of a 12ga shotgun has the potential to be lethal even a non lethal rubber bullet. I have absolutely no desire to shoot a bolo round, and I can see why they would be illegal for goose hunting, but to ban it because it could decapitate or take off an arm, so can a well placed slug.
