I'll bet not.  Might be in the wildlife preserve, or on private land, but I doubt they are high fence.  THere are plenty of big deer in eastern OR like that.  THe biggest mule deer buck I have ever seen live on the hoof (quite possibly the largest deer I will ever see) was near Halfway, OR.
