Deer and Elk areas in the Washington big game pamphlet?

There is a map of "deer areas" on pages 34 and 35, and there's a map of "elk areas" on pages 38 and 39.  I don't get it?  It says "special hunt boundaries" on the deer map but it says "hunt unit boundaries" on the elk map.  Does that mean that if you're hunting Elk in GMU 530 (Ryderwood) that there's only a portion of it that you can hunt?  What if you have a deer tag also?  Can you hunt all of 530?  None of it?
