I don't think it does say that anywhere, but you know what will likely happen: He'll be out there shooting geese and then take a few shots during the day at coyotes and someone from a half mile or so away will hear .22 LR shots assume the worst. They will report that they witnessed a goose hunter shooting geese with a .22LR and a WDFW officer will be called out to investigate. The warden will then come out there and accuse him of shooting geese with the .22LR.
So, while not illegal, it could get him in trouble even when doing nothing illegal. Just have to decide if it's worth the potential hassle. Maybe it is, maybe it isn't.......
(Probably better to just bring the .300 win mag for the occasional coyote)
