TIKKA (by SAKO ) would be my choice and here is why:
I bought a Tikka T3 Lite 22-250 ss/ comp last summer after I bought a Rem 700 7 Mag ss / comp and in a side by side comparison the TIKKA is by far the better built gun in all ways, taking into account the differences inherent in the calibers. Both are absolutely TACK DRIVING scary accurate but the TIKKA will cycle ammo as smooth as a whisper where the Remington you have to frequently jam on the bolt to get the next shell in the chamber. The action on the TIKKA is SOLID. If money is no object I would get a SAKO 85 next time I buy a bolt action rifle. One draw back on the TIKKA T3 is the detachable clip is plastic. I bought a spare one ($65) and stashed it away in the safe in case I bust one or lose it. Keeping to the economy theme I topped the TIKKA with a new Redfield while the Rem got a Leupold V2 - the scopes are very close to the same optically.
Incidentally I also picked up a 770 .243 at WallyWorld for the kids and that thing shoots absolutely wonderful. I have no problem putting round after round in a 2 inch circle at 150Yds from the bench. The bolt is a bit floppy when pulled all the way back but it gets the job done on the cheap.
hope this helps- I am in now way an expert, but this is my
