When I put in for my spring tags, I knew what agency and what companies set the boundaries. You may want to start by contacting them.
i did not notice any info in the permit application section of the regulations.

It's there. Page 61.

Last year the North Skagit packets came around the 8th of April and were able to pick up the key from DNR around the 13th.

I got my Monroe key last year 2 or 3 days before the season started.

Don't panic, opening day is usually very early for the most part. There are usually more bears seen an harvested in late April and may. More grass later and warmer weather make a big difference.

  Second that!  Plenty of scouting to do in april, usually doesn't pick up till the last few weeks of season!

DNR emailed me a map before the drawing was even done.

Someone posted on another link that the Copalis access permit costs $100 per hunter not per truck load.  If you take a non-hunter along they too have to have an access permit, but I believe it was free for them.

It was free for non huntimg companions the first 2 years. Now it costs $100.00 for every human heartbeat.

^ not true, cost is 100 bucks for the hunter, companion permits are free. You can purchase your permit beginning April 11, mon. thru fri. from 9 to 11 am. or one sat. april 9, 9am to 3pm. Not very convinient but thats how they do it.....

I recieved my hancock info today. I will be buying their $100 access permit. I wish you could get into the tree farm before the 15th, but I know I will have plenty of time to find some bears.
