Joebear, just to clarify, residents and non-residents do not need to buy a licence in order to apply for sheep, goat, or moose.  If you are drawn you have to buy the license.  For deer and elk you do have to buy the license and get a tag (basically they are making you choose a weapon) in order to apply.  This is a sore spot with me because I think if you have to buy a license for deer or elk in order to apply you should have to buy the license in orde to apply for sheep, goat, or moose too.  Non-residents can apply for $60 +/- for each of the OIL tags same as residents and non-residents.  At the very least they should have to front the license fees and get a refund if they are not drawn just like most other western states.
