Toledo Elk Unit - Mostly Private Land?

I was looking at going in for a Toledo 2nd elk tag and noticed it's marked with CH, one being that it's mostly private land and blah, blah, blah. Isn't most of that private land Weyerhauser? Would someone familiar with the hunt clue me in please?

Understand the amount of people in that area before getting your hopes up. I grew up there and still frequent the area for both hunting and fishing and find it to be quite frustrating at times considering the ethics of some of the locals. They get pretty territorial and it often turns into the local sheriffs and game wardens sorting things out. If you get drawn more power to you cause there is some dandy I mean dandy animals out there.
Some animals WERE harmed in the making of this Hunter. They were also dragged through the dirt, butchered and tasted delicious fried with butter and bacon.
