Sounds like an organization that D-man belongs to or is secretly employed with, but other than that, you got me.   Fly fishing license....not that hard really.

Start by visiting your local Law Enforcement, PD, Sheriff, whatever is your jurisdiction.  Fill out the forms, pay the fee, get fingerprinted, background check.  Then wait.

Unless you are a gunsmith or have an actual storefront (not a garage) the ATF won't make it easy to get one. The days of the guy down the road selling firearms out of his house are gone.   :(
