It is legal to bait cougar, coyote, bobcat. You cannot bait bear, waterfowl, or game birds.I think you should check into animal cruelty laws if you plan on using live bait. Also consider a shaded area, water, food, and that the animal is able to move about, etc.
would it be baiting if I tied one of our living goats to a tree somewhere and waited to see if a cougar (or any other predator) would show up? just letting my goat clear some brush while I sit in a stand with my bow lol

Yea I'm excited to see what kind of animals will show up, I have an archery tag and in an either sex unit so anything that shows up is fair game! I'll look into the guinnie hens, thanks!
