Enclosed is the Concise Explanatory Statement for the 2012 spring bear regulations adopted by the Fish and Wildlife Commission at their April 8-9, 2011 meeting in Olympia. Due to the fact that the 2011 spring bear season was in effect at that time, filing of the CR-103P for this WAC was postponed until after the 2011 spring bear season ended.
