Since you said buffer, it could be different than the actual designated wetland.  Buffer's have different allowable uses than the wetland itself.
More than likely you are fine.  You should verify with either the city or the county depending who has jurisdiction.  Just ask them the generic question about foot access through the area.  Then research if hunting is allowable. 
You combine both of these questions to the tree hugger wetland clown, you may get the answer you don't want.  If you do, tell him/her to prove it in writing.

Look it up on the county's GIS map, and find out who has ownership. If it's a city, I doubt you could legally hunt it. If county, then I don't know, but I would sure try to find someone with the county who could answer the question. It doesn't sound to me like something that would be state land, but if it were it would be either Fish & Wildlife or DNR, and if so, it would PROBABLY be legal to hunt. But as I said I would definitely find out first who actually owns it. If you can't figure out how to do it online, just go to the county courthouse and have someone there help you identify the land owner.

Can you hunt in a wetland buffer zone? Just curious.

 In  pugetropolis you would probably be okay if you don't try to build a blind, or are in the city limits, or a no shooting zone. Libbies like creating those

Fortunately I found a Freecycle wetland buffer zone close to my house--so I can dump all my motor oil out there without paying a shop fee  :IBCOOL: :IBCOOL: :IBCOOL:
