Based on the following, looks like WA residents cannot trap wolves in Idaho
Attention Nonresident Trappers: Nonresident Idaho
trapping license allows you to trap only those species that your
home resident state allows nonresidents to trap and that there
is an open season for those species in Idaho.

A friend called the Idaho fish and game, NR can trap wolves. your state needs to allow Idaho NR to trap in washington which they can.
