Is this GMU 3pt min or antlerless for archery because of the lack of public land or possibly the lack of elk habitat on public land?  Seems to be almost surounded by 3pt min only areas.

Its both! Lack of public land and very few elk. Packwood and lewis river are great if you get into the woods!
