Deer and Elk?

If there is an elk herd around in the area do they tend to sare the deer away an cause the to go else where? Just wondering cuz i was up lookin at a couple spots for modern firearm deer season an i didnt see a single deer but seen some cow elks. Just wondering if thats why i didnt see any deer.
